Moff Council
Led by the Supreme Commander of the Imperial Military, the Council of Moffs are the government of the Imperial Remnant. Consisting of a Moff from each sector under Imperial control who govern their sectors independent, the Moff Council meets periodically to decide policy for the Remnant, respond to any pressing issues, and to provide guidance to its members. It is without much in ceremony or procedure, unlike the New Republic Senate.
Of the Council's few powers is the power to dictate external military operations, both their beginning and their end, to the Supreme Commander. In the absence of any formal constitution however, this authority is more of a formality than true law. With the Supreme Commander now the official head of state for the Remnant, any true power resided within the Supreme Commander's hands, and any power granted to the Moff Council at this time is a mere formality to appease the often combative Moffs.
