New Republic Rules
 
 

1. The New Republic is led by the Chief of State, who is elected from among the New Republic Senate by a fifty percent plus one majority to an indefinite term; alternately being called President or simply Chief. They serve as the President of the Senate and the Commander-in-Chief of the Combined Defense Forces of the New Republic.If incapacitated, incommunicado, or deceased, the Chairbeing of the Ministery Council of the Senate selects an Acting Chief of State from the Minister of State or any living former Chiefs of State or Ministers of State, who would act as such until the Chief of State returned or a replacement was elected. The Chief of State may be recalled by the Senate by a Petition of No-Confidence, which must be presented to the Ruling Council which decided the legitimacy of the Petition and votes whether or not the Petition would be put to a vote. If the Ruling Council does not decide to allow the Petition to proceeds, the Petition may be then voted on by the Senate, which if passed by a quarter of the Senate, a Vote of No Confidence is held. A Chief of State will be recalled by a three-fifths majority in favor of a Vote of No Confidence. A Petition may be voided by the Chief of State taking a leave of absence, which they may do so at any time; in the case of a Leave of Absence, an Interim Chief of State is either chosen by the Chief of State from among the Ruling Council unless a quarter of the Senate objects, the Ruling Council as if it were selecting an Acting Chief of State unless a quarter of the Senate objects, or elected by the Senate via the election rules. The Chief of State may return from a Leave of Absence at any time afterwards.

2. The Chief of State may chose to appoint a Chair of the Senate, who oversees the affairs of the Senate for the Chief of State as they desire or in their absence.

3. The Ruling Council consists of the Chief of State and the Chairs of the Councils of the Senate. They may remove any of their membership by majority vote. They may also void the election of any Chief of State or veto any legislation by unanimous vote.

4. The Advisory Council consists of various worlds which are deemed to be the most politically important or to have made major contributions or sacrifices for the New Republic. They are chosen by the Chief of State at the approval of the members of the Advisory Council from standing members of the Senate. They serve to advise the Chief of State, and sit with the Chief of State in Senate sessions.

5. The High Council sits with the Chief of State, and consists of the Chief of State, Minister of State, Supreme Commander, former Chiefs of State, former Ministers of State, and former Supreme Commanders, as well as any sitting Senator of the Senate who represents a signatory of the Declaration of the New Republic that is not placed on the Advisory or Ruling Council, and advise the Chief of State on military and diplomatic matters and the Senate in general. The High Council is also responsible for the New Republic Observers, who report on improper activity by members of the New Republic.

6. The General Ministry serves as an advisory policy making body consisting of the Ministries of State, Finance, Commerce, Security, and Science, which enact the policies of the Senate and the Chief of State and advise on their portfolios, which is led by the First Administrator, who is charge of all bodies and agencies of the New Republic government not subordinated to the Senate or the Ministry, and selected by the Ministry Council while reporting directly to the Chief of State. The First Minister runs the overall organization alongside the head Ministers of each Ministry via the General Ministry Cabinet, which regularly meets with the Chief of State. In addition, the General Ministry runs the General Ministry Institutes which are organizations dedicated to research and education, which include but are not limited to the Astrographic Survey Institute, Extragalactic Society, Fondor Academy for Engineering and Design, Institute for Sentient Studies, Kellmer Institute of Galactic History, and the Mrlsst Center for Linguistic Studies.

7. The New Republic Senate is the legislative body of the New Republic. It's membership consists of Senators, voting members limited to one per sector, and Legates, non-voting members who serve as ambassadors to the New Republic from non-member governments. Legates may speak on any matters of the Senate, but may not vote or be part of the bodies of the Senate. Its bodies consist of the Defense Council, Ministry Council, Commerce Council, Justice Council, Council on Security and Intelligence, and the Science and Technology Council, whose Chairs sit on the Ruling Council, as well as the Senatorial Oversight Committee, Military Oversight Committee, Economics Committee, Corruption Panel, and Trade Council, which includes business leaders of the New Republic as well. The Chairs of the various bodies are selected by the Chief of State, and the Chairs of the Councils select the membership of their body, among whom they select a Ranking Member who acts as Chair in their absence. Alternatively, membership of a Committee is elected by the Senate, including the selection of Ranking Member. Commissions have voluntary membership and act only as advisory bodies to the Senate (Corruption Panel and Trade Council). The unanimous decision of a body of the Senate does not require Senate approval, however less the unanimous decisions that pass via majority may be vetoed by a three-fifths vote of the Senate.

8. The Senate as a whole is elected every five years, the last election being in 23 ABY. Any Senator may propose any legislation, but a bill is required to obtain the endorsement of the appropriate Council or Committee before being voted upon by the Senate. Upon proposal, any legislation is immediately open for debate, and only the Chief of State or Chair of the Senate shall close the debate, which they will also moderate. A simple majority is required to pass legislation, and any tie is broken by the Chief of State or Chair of the Senate. Criminal cases involving Treason or Crimes Against Sentience are heard by the Senate rather than the courts.

9. All members of the New Republic Senate shall be elected at the time of the election, or replace a standing Senator for a legitimate reason. A Senator or Legate should be an individual of some note of their constituency, and must be popularly elected regardless of method of entering the Senate. A new Senator may not vote on any legislation proposed before their admittance to the Senate or during a suspension. Members of the Senate are expected to refrain from outbursts or inappropriate speech; if deemed out of order, debate must cease upon the Chair's call to order. If a call to order is ignored by a member, or they participate in inappropriate behavior deemed detrimental to the Senate, they shall be subject to a suspension from the Senate, during which they may not participate in the activities of the Senate. A suspension shall only be issued by the Chair at the time of the incident, and only repealed by a majority vote of the Senate. In addition, any member shall be censured for inappropriate behavior or speech by majority vote of the Senate. Finally, any member of the Senate shall be expelled for repeated suspensions and/or censures or criminal behavior, by a three-fifths majority of the Senate. Senators are seated in the Senate by seniority.

10. The Court of Justice serves as the judicial of the New Republic, consisting of a First Justice, who is chosen by the Court from among its members, and fourteen Justices, who are selected by the Justice Council from a list of candidates submitted by the Chief of State, all serving without term limits, but may be removed from the Court by the Justice Council. It specifically reviews violations of the New Republic's Common Charter, with the last courts of appeals being held at the local level. 

11. The Supreme Commander of the Combined Defense Forces of the New Republic acts as its operational commander, with no branch commanders to speak of. Each branch has operational commands, the commander of which are appointed by the Supreme Commander. The Supreme Commander is chosen by the Defense Council from a list of preferred officers submitted by the Chief of State, and may also remove the Supreme Commander.

12. The Combined Defense Forces of the New Republic consist of the New Republic Defense Fleet, New Republic Army, and New Republic Starfighter Corps, which consist of the New Republic's independent defense acquisitions as well as from contributions from New Republic members. The Sector Forces are also part of the CDFNR, which are organized by the Sector Assemblies from among the forces of the governments of their sector and serve under the appropriate Sector Assembly's authority. The Sector Forces shall be temporarily federalized by the Supreme Commander at any time in order to support the operations of the Defense Forces, as shall the forces of New Republic members should the Defense Forces operate within their territory.
